Analysis On The Path Of NGO Effectively Participation In Public Policy Making

The eighteenth National Congress of the CPC put forward to adhere to thescientific decision-making, democratic decision-making, to make decisions, to improvethe decision-making mechanism and procedures, give full play to the ideologicalbase.With the rise and development of civil society, public interests gradually becomethe norm, for public policy is to regulate social interests, the government is no longerthe only formulation and decision makers, more public in the form of organization willbe their own interests to express, non-governmental organizations to participate in thepublic policy of the government is an inevitable trend of the development of modernsociety, non-governmental organizations in the process of policy for balancing varioussocial interests, to promote the democratic and scientific government decision-makingand implementation system of national modernization, has important significance toimprove the state of "soft power".In our country, not the practice of governmentorganizations to participate in public policy formulation, non-governmentalorganizations to participate in activities to flourish, but still there is a non-governmentalorganization’s development level is low, the system of participation channels butunder-utilized, new channels, in effect is limited, so that the public interest demandscannot be met, resulting in policy acceptability difference.Based on our present government organizations to participate in policyformulation， through the understanding of non-governmental organizations toparticipate in policy formulation scope, content, means and effect, trying to play the roleand operation mode analysis of Chinese non-governmental organizations in policyparticipation in China, points out the current legal system of non-governmentalorganizations in the policy participation in face is not perfect, the operation ofinsufficient funds, lack of professionals and weak supervision and other practicalproblems as the starting point, and further analysis of the specific reasons for theseproblems; finally, from the legal, institutional and non-governmental organizations in itsconstruction level and puts forward corresponding countermeasures, in order to solvethe possible the government and the market "double failure", improve the governmentdecision-making capacity, promote China’s public administration democratization andscientific.
