Citizens County, Henan Province, Rural Poor Women In Social Assistance

Poverty is a global problem. It has a serious impact on the country's economic and social development. China is a developing country. Poverty, especially rural poverty is a serious social problem, causing widespread attention from both domestic and the international. With more and more young and middle-aged rural people go to find work in other places, leaving women and the elders and children stay at home. Women are the poorest of the poor. The poverty level of women in the poverty-stricken areas is even more serious.Social assistance for poor women in rural areas played an important role in providing basic livelihood and alleviating poverty of rural women. It also has a important impact on the maintenance of social stability. This paper starting with the phenomenon of the feminization of poverty, integrated using the theory of public administration, sociology and other theories, the participant in this study were rural poor women in Minquan. The article which uses the form of a questionnaire survey introduced the condition of them and social assistance they get, to find out the reasons for the poverty-stricken, and analyze the main problem in the process of implementation of assistance and the major factor keep poor women away from social assistance. Integrated the theory of rural social relief system construction and gender, through the study found that the rural social assistance system has some problems, such as the inadequate of system, the lack of gender perspective and development issues in policy setting. The dimensions, the formulation and implementation of social assistance for women in rural areas should be included in gender Perspective and give attention to gender differences, give full attention to the role of women's federations and develop charitable organizations. We should give attention to the development of poor women, establish and improve social assistance system combination of rigid and flexible policies to help rural poor women development for rural poor women development and poverty alleviation, establish and improve the combination of social assistance system which includes rigid and flexible policies to make them far away from the poverty.
