| China put forward the thought of anti-poverty from the pre-Qin Confucianism to the founding of New China.Since the founding of New China,the Party and the state have made various policies to deal with the problem of poverty.However,due to the restriction of economic and social development level,China did not eliminate absolute poverty until 2020,and the management of relative poverty has become the main task for a long time to come.In2020,China’s urban poverty management has made some progress,but with the increase of all kinds of complex risks in the society,The problem of urban development-oriented poverty is prominent,which will bring more challenges to urban poverty management.Social assistance plays an important role in urban poverty management,maintaining social stability and fairness.How to solve the problem of development-oriented poverty in the city while ensuring the function of social assistance is especially crucial.The development-oriented social assistance will be the key direction of the reform and development of social assistance system.This paper takes the urban poor population in H City as the research object,and the development-oriented social assistance in H City is the main research content.By combing the literature,the relative poverty,urban poverty population,development-oriented social assistance of defining the relevant concepts,on the main concept of development-oriented social policy theory summary,on this basis,compare the necessity of social assistance and the difference between development-oriented social assistance,and concluded in this paper,five analysis point of view: Salvage policies,Salvage subjects,Salvage objects,Salvage contents and Salvage methods.By using the questionnaire survey and interview method,the characteristics of poverty-stricken H-cities in cities are summarized,although the H city development-oriented social assistance has made certain achievements,but because of the low H city development-oriented social relief target,social assistance legal laws and regulations construction lag,aid policy binding design flaws,As a result,there are still some problems in the development-oriented social assistance in H City: poor policy implementation efficiency,insufficient participation of the aid subject,narrow scope of the aid object,single content of the aid service,and relatively conservative aid method.Through the reconstruction of social assistance development goals;Standardize and implement development-oriented social assistance policies,speed up the construction of rescue laws and regulations,and remove the binding design of rescue policies;To promote the participation of multiple relief forces,improve the coordination mechanism of social relief,mobilize the forces of social organizations to participate in relief,and strengthen the awareness of family relief responsibility;Expand the scope of rescue to achieve accurate rescue,stimulate the internal motivation of the rescue target,adjust the main structure of the rescue target;Forming the aid content of“support for the poor + development”,strengthening the human capital of the aid recipients,expanding the social capital of the aid recipients,and establishing the classified aid service system;To further improve the construction of development-oriented social assistance system,we should optimize the ways of development-oriented social assistance,establish pre-poverty preventive measures,and improve the efficiency of development-oriented social assistance services. |
