In The Network Era Of Participatory Democracy

Democracy has been respected and cherished by people, and participation occupies an irreplaceable role in the democratic history. Ancient Athens, the existence of direct democracy, though not long, people have not given up the pursuit to ideals participation. Theory of participatory democracy have been committed to maximizing the participation of ordinary citizens and believe the ability of citizens in politics, and believe that only in participatory democracy, citizens can continue to be self-education, self-rising quality and ethical standards. However, in some conditions, representative democracy has always occupied a dominant position. With the development of the times, this form of democracy increasingly exposed its drawbacks .The advent of the Network era provides favorable conditions for the participatory democracy. In this paper, I make the participatory democracy in the Network era as the domain of study, and we focus on the network era for the development of participatory democracy which has brought about new opportunities,has added its new content and led to new problems.The whole text is divided into three main parts: in the first part , I analysis the participatory democracy of pre-Internet era , study the Athenian democracy and the modern Western model of participatory democracy , point out the inadequacy of its development on this basis, and Laid the foundation for the comparison with network era of participatory democracy in next part. In PartⅡ, first of all, I pointed out the Network era which provided a turning point of participatory democracy based on the conditions for the idea participation , conducive to the development of participatory democracy. Then through the research of new forms of participatory democracy in the Network era, pointed out the new changes of participatory democracy in main body, construction performance quality of participate as a result of the development of the Network era and further pointed out that the new value of participatory democracy in the Network era is : provide the soil for the development of democracy.rich the principles of democracy, improve the quality of the participants for promoting government reform. Concluded that the participatory democracy in the Network era has democratic values ,at the same time, deficiencies still exist in the representation of public opinion, the objectivity of participate information, normative of participate . control of participate and so on . In partⅢ, based on general research. the paper chose the special case, analysis the participatory democracy in the Network era and the building of democracy in China. First of all I point out that the network of participatory democracy fit the development of democracy in our country, because it embodies the essence of socialist democracy, in line with the path of democratic development in China, can maintain political stability in some extent to promote the building of a socialist political civilization, comply with the requirements of a socialist harmonious society, at the same time, the development in politics, economic and cultural has provided a guarantee for the development of participatory democracy. And then I research on the participatory democracy in the Network era in our country's specific development, pointed out that the manifestations of their development as well as shortcomings, and to promote their development by government building, a positive education guidance, as well as grasp the key link to promote the building of democracy in our country better.This article attempts to deepen the theoretical network era of participatory democracy, in practice to promote the building of participatory democracy in our country there are some reference value. However, there are still some inevitably lack in the text .The development of network era participatory democracy is a historical trend and the progress of the times. However, this form of democracy want to play its role better, it remains co-ordination such as the democratic system building. Therefore , at this stage, we should correctly understand the forms of democracy and create conditions to develop this form of democracy.
