Network democracy is a new thing with the coming of the information society. It is the perfect combination of network technology and democratic form. Network democracy originated in western countries, Mark Slawska, an America scholar, sees network democracy as to network media democracy or penetrating democracy ingredients into the network. The emergence of democratic network allows ordinary people has the condition to get the more extensive information resources, but also makes politics more accessible, freedom of speech and other political rights are fully gangrened. Electronic government, Internet voting, network voting and other forms of democracy has also further promoted the high efficiency, openness and transparency of political operation. Network democracy has profoundly changed the democratic politics. In recent years, network democracy begins to rise in our country, and deeply affected the people’s political attitude and political behavior, people prefer the positive participation in political choices, which not only improve the effectiveness of political participation, but also exercise the ability to democratic participation.The development of network democracy has become an irreversible trend, its influence on the democratic politics is also more and more clearly, we should comply with the historical trend, actively respond to the opportunities and challenges which network democracy has brought us, rather than blindly criticize or avoid. This requires that we must clearly understand and recognize network democracy from the theory. However the theory study of network democracy is still in the elementary stage in our country, the local study is also not enough, and theoretical system has yet to be perfect. In this view, this article focuses on analysis of network democracy in Chinese concrete national condition, aiming at letting people have more clear understanding and knowledge to network democracy in china, but also hope doing something helpful for the network democracy, especially the theory of network democracy in China.The article is based on the analysis of the integrated use of the literature research method, case analysis method and comparative analysis method etc. The rapid development of Internet and difficulties traditional representative democracy faces is the technical foundation and background of network democracy. Network democracy once has triggered a big discussion in academic circles, scholars are unable to agree on which is right for the definition of network democracy, there is no unified answer. Equality, virtual, direct, interactive and inauthority is the characteristics of network democracy. For the essence of network democracy, previous studies have focused on the relationship between network democracy and representative democracy, to discuss whether to network democracy can replace the representative democracy, most scholars believe that the answer is no, but few people can clearly proposed network democratic should exist in which way in the future, namely how the network democracy and the existing forms of democracy graft. The author thinks the essence of network democracy is a participatory democracy, which is the integration of direct democracy and representative democracy, binging more direct ingredients into representative democracy, expanding citizens’direct participation in national affairs and social organizations. After brought into China, network democracy has through four stages of the preparation, germination, starting and deepening, and has achieved some success:the electronic government construction has begun to take shape, the network supervision of public opinion is effective, network politics mobilization began to develop, and the basic network community shows up prominently. But it is undeniable that there are still some problems in Chinese network democratic development process, such as the digital divide result in the inequity of people’s ability to participate in politics, the electronic government construction is not perfect and the service function is not enough, the infinity and operability of information evoke political deception, the net citizen’s unconventional participation and illegal participation lead to anarchy, the irrational net citizen lead to group polarization and network violence, the use of network is excessive entertainment and network supervision is over administration etc..To solve these problems, we can improve in the following several aspects:to eliminate the digital divide and promote equality of network democracy by accelerating the informationization construction and the policies of poverty reduction; to perfect the electronic government and promote institutionalization of the network democracy by strengthening the government network service function, promoting and regulating the openness of government affairs, enhancing interaction between the government and citizen as well as constructing the government response mechanism; to strengthen the construction of network ethics and promote the order of network democracy through establishing perfect network ethic system, strengthening network moral education and citizen self-discipline; to speed up and improve the network legislation and promote the legalization of network democracy through improving the laws of supporting network process and strengthening the international compatibility of network legislation; to strengthen the network public space management and promote the healthy development of network democracy by optimizing the network culture environment and actively responding to the network group events.Network democracy is still at the starting stage in China, which is full of difficulties. To develop network democracy in China better, play its positive significance and serve the socialist politics in a better way, we not only need the experts more deeply theoretical research, also need policy makers make more scientific and democratic policy, more important is the need for active participation and cooperation of the whole society. Only if the three aspects are ready, the ideal can come into reality, network democracy in china can maximize its value.
