With the 30-years of reform and opening up, the constant deepening of economic regime reform, the differentiation and diversity of social interests day by day is the important characteristics of the current era, which constitute a new challenge for the social stability and development. In order to maintain social stability and development, these diverse interests demand the information must be transferred to the government by an orderly political participation means, and be convenient to provide the government's decision-making with corresponding reference. During this process, Chinese non-governmental organizations (NGO) has been nurturing and growing. Non-governmental organizations play a unique role of promoting the orderly process of political participation of our citizens. These mainly express: in favor of promoting the integration and expression of the pluralistic society interests; in favor of promoting traditional "subject-based society" into"civil society"; in favor of promoting the broad, flexibility and real-time of civil political participation. Despite the Chinese non-governmental organizations playing a certain role of the aspects of promoting orderly political participation of citizens, at the same time, they face the following dilemma: bureaucrat tendency of non-governmental organizations their own; the official tendency of the position of non-governmental organizations; the "Matthew effect" tendency of the interests transferring of non-governmental organizations. The causes of these problems are mainly due to: the contradiction between the public benefits of non-governmental organizations and the self-interests of the members; the non-synchronization constraints of Chinese economic development and social development. Therefore, in order to make full use of the function of the non-governmental organizations promoting Chinese orderly political participation of citizens, the government should change thinking concepts, make laws and regulations perfect, ensure information open, carry out appropriate supervision, provide policy support; non-governmental organizations should work hard to strengthen self-construction and improve a strong capacity.
