Private Entrepreneurs And Political Participation

Since the 1980's , with the constant development of private economy in China, private entrepreneurs' political participation behavior increased gradually, and showed some new features which produced a profound influence on the political, economic and social effects. Due to the subjective and objective reasons, there are a series of problems on entrepreneurs'political participation. How to eliminate these problems has become an important theoretical and practical subject.This paper explored the path of private entrepreneurs ' political participation by analyzing the relationship between state and society. In general, the private entrepreneurs' political participation turns out as the reliance of the Communist Party of China and the country's political arrangements. There are a series of problems in the private entrepreneurs'political participation process, such as individuality and passivity of the political participation subject, the limitation of political space of political participation object, non-institutional and excessive feature of the political participation behavior, utilitarianism of the political participation'purpose, differentiation of the internal stratum'political participation, traditionalism of the political participation, and so on.The main reasons of the above problems lie in the relationship of state and society. At the state's level, the channels of private entrepreneurs'political participation are limited. Meanwhile, as the social organization, the private entrepreneurs' political participation is restricted by our political system. At the societal level, because of the limitation of traditional political culture and the weakness of social organization and enterprise civics'responsibility, it is difficult to form main forces of political participation for the private entrepreneurs.On the basis of the above analysis, this paper searched for the methods to solve the problem from the state and society. At the national level, two steps should be considered: 1. to strengthen the system construction of private entrepreneurs' political participation; 2. to reform the double management system of private entrepreneurs' community. At the societal level, four things should be done: 1.to cultivate the private entrepreneurs'participated political culture to raise their political participation; 2. to enhance organization's construction to promote the private entrepreneurs'organized political participation; 3. to perfect enterprise civic responsibility to promote private entrepreneurs indirect political participation; 4.to promote Civil Society construction process and construct interactive structure between State and Society.
