The training needs for cadre education are the demands of party organizations at all levels and lots of cadres as well, which are in accordance with the age and career development. This paper mainly focuses on improvement of work, enhancement of personal qualities, and other kinds of demands including training contents, resources and methods to reinforce and improve the effects of training. The generative mechanism of training programs which is need-oriented, the reasonable procedures and operational modes which are designed based on internal connections of training subjects, elements and links, have played a positive role in the improvement of training efficiency.years of theoretical study and practice in the foreign countries play a significance role in the exploration of generative mechanism of training programs for cadre education in our country. Since the reform and the opening-up, parties at all levels have put more emphasis on training needs, trying to make it more targeted and effective. However, in the practical work, the research on training needs is not deep enough or systematic. It remains in the stage of configuration of training elements, focusing on specific issues and so on. There is lack of research on generation and construction of mechanism of training programs. It is believed that Maslow’s need-hierarchy theory, learning transfer theory, human capital theory and relative laws and regulations have laid a sound foundation for the generation of need-oriented training programs.this paper deeply analyzed the needs and current situation of generative mechanism of training programs for cadre education in Dalian by ways of questionnaires on both work units and individuals, holding symposiums for principals from relative units and cadres at all levels, having interviews with supervisors from relative divisions and training organizations. It is believed that there are some existing problems such as unreasonable design, imperfect system, improper choice of respondents, singular research method, which has passive influence on the generation of training programs for cadre education.the strategies on how to construct generative mechanism of training programs which is need-oriented, well connected and supported are raised based on the massive researches on training needs analysis, mechanisms of design, evaluation, generation and safeguard.
