Open Questions From The Public Crisis Management Information

With the rapid development of economy and promotion of the globalization, Public crisis appears constantly. If the crisis can not be effectively controlled, it will bring a serious threat to national political, economic and social development. Therefore, government is supposed to take the responsibility to handle public crisis. But for the government during the process of performing duties to handle crisis, information can be effectively open, which is concerned with efficiency of crisis handling and the image of the government. With the ordinance of People's Republic of China on disclosure of information promulgated on 1 May 2008, the government in public crisis management of information open has been making remarkable progress. But due to the influence of traditional ranking thoughts, some deficiencies on information open by government still exist. System Discussion on promoting system of Crisis information open has positive significance for handling public crisis.From the perspective of the theory of the public crisis management and the new public service, this article is studing problems of crisis management and crisis information open. The first part introduces the present researching states of this problem, further researching direction and methods and idea. The second part discusses the public crisis management and information open relevant theoretical basis. The third part elaborates the situation of information open in government public crisis management, some mistakes on acknowledge, faults on law, the lack of accountability system and information sharing mechanism. The fourth part analyzes the government's information crisis open combined with Wenchuan earthquake. The fifth part introduces successful experience of foreign governments on public crisis management of information open. The last part puts forward the countermeasures and ideas on government crisis information open from six aspects, changing the idea of government, legalization of crisis information openness, perfecting the cadre appraisa of performance and accountability mechanism, establishing perfect mechanism of the public information resources and information sharing, expanding the effective ways to information open, establishing and perfecting assessment standards and systems of the crisis information open.
