According to the research, GDP per capita ranging from US$1000 to US$3000 is the prime period for the occurrence of major public incidents. Currently, China is within such a of phase of progression .Since the occurrence of "SARS" incident in 2003, the mass public has often felt the "misplacement" and "misrepresentation" on the role of the media in the public crisis. What is the cause for such a phenomenon? Many researchers felt that it was due to the mismanagement of media by the government. However, I will analyze the issue as a result of the conflicting roles undertaken by the media.In my research, I have taken into consideration the related references from politics, administration,management as well as mass media studies. With the consolidation of knowledge from different application thesis research and case references as a source of analysis, as well as the reference from "Identity Crisis on the role of Media" by Shao Peiren and Qiu Ge as the basis of my theoretical argument, I hope to address the issue on the "conflicting role by media" in the current local public crisis system. Should the media serve as the voice for the party and government or conduct supervision by the public opinion?In the socialistic market economy, media has to struggle between fulfilling the responsibility of uplifting justice and satisfying its own profitability goal. Thus, having read through many publications concerning crisis management and taking references from the practical systems implemented in different countries, I will address the issue with a deeper analysis. From the role of media, I hope to present an integrated analysis and make relevant recommendations on our government management and operational system in media control during public crisis.
