Social media have been sought after by the public with information transmission and emotions expression because of its technological advantages and broad range of users. Various issues, even crisis detonated by social media and its propagating arrive in rapid succession.In such a digital, networked and uniform information world nowadays, when various public crisis events, such as natural disaster, security incident, and safety quality problem of a product suddenly happen with a lightning speed, a great amount of news and messages surged and bring the general public a big shock.Television, as one of the mainstream media, has a wide audience base, and an exceptional huge energy to send correct information to the society quickly, exactly and professionally, to meet the public right to know and to assist the government to get a good effect of crisis management.The main functions of TV in the public crisis governing under the background of social media are discussed in this thesis, so as to find a way to set up an excellent image of the government, and to improve the stability and harmony of the society.The main jobs of the paper are as follows.(1) Basic theories of information spreading are stated, the historical background of social media, and its impress on people’s life are studied.(2) The fundamental theories of public crisis management, the disseminate of crisis news and both their positive and negative influences are researched. A crisis managing system and schedule are established, and a specific modal named FAIDCA is proposed. Also the ways government should take in the crisis management are put forward.(3) The information dissemination and the mode of action of TV media, the characteristics, and functions and power of TV are probed. The Challenges TV faced, and the best way to fuse social media together with TV, are suggested.(4) Separate cases about function of TV on the control of natural disasters, social crisis events, public health emergencies and other crisis are listed and expounded by bit according to the experience of the author. The policies of TV media reporting are analyzed in order to search some more effective patterns to stimulate greater positive energy of TV media in the public crisis management.
