| As an important field of "New infrastructure" in 2020,the construction speed and scale of 5G is far beyond expectation,and it will promote the coming of digital intelligence era comprehensively,the Internet Information Dissemination Channel represented by new media satisfies the public’s right to know to the greatest extent,and also increases the difficulty of the government’s supervision of information dissemination.General Secretary Xi Jinping said that during the 14th five-year plan period,one of the economic and social development goals is to improve the efficiency of state governance,especially administrative efficiency,public credibility and the level of grass-roots governance,as well as the ability to respond to public emergencies,to make sure development security is stronger.Heilongjiang is in a period of social transformation and is prone to a variety of public crisis events,especially in the new media environment.The public crisis has such typical characteristics as paroxysm,destructiveness and sociality,and the timeliness and detachment of new media affect the dissemination effect of information,under the new media environment,public crisis spreads more rapidly and its influence spreads more widely,which makes the influence of public crisis extend greatly in time and space,this presents a huge challenge for the Heilongjiang government in its public crisis management.Based on the above background,from the perspective of the government’s public crisis management under the new media environment,according to the crisis management process theory,agenda-setting theory and opinion leader theory,by using the methods of Literature Research,case analysis,Comparative Analysis and Inductive Deduction,this paper studies the current situation of public crisis management in Heilongjiang under the new media environment and points out the existing problems,including the imperfect early warning mechanism of new media in public crisis management,the poor dynamic of public crisis management under the new media environment,the insufficient ability of using new media to guide public opinion,and the weak supervision of the government over new media and online rumors,etc.,it is caused by the lag of the public crisis management system construction,the lack of understanding of the network public opinion and the backward management thought,the lack of comprehensive crisis management talents to deal with the new media,the weak restriction to the new media and the imperfect related laws and regulations.Drawing on the research theories and practical experience of public crisis management at home and abroad under the new media environment,and combining with the actual situation in Heilongjiang,this paper puts forward targeted and Operability countermeasures,such as perfecting the Public Crisis Management Mechanism under the new media environment,establishing the concept of public crisis management under the new media environment,improving the public crisis response ability to adapt to the new media,scientifically managing the new media and optimizing the public crisis management environment,etc.,in the hope that it will help Heilongjiang improve its public crisis management in the new media environment. |
