Western China accounts for more than 70%of Chinese territory, most are poor and backward western mountains. Western development needs harmonious and stable social environment as a security, the policeman who are fighting at the grassroots level during their work play an important role in maintaining social order and stability of mountain area by burning their own youth. However, compared to high-level police officers, their status are relatively lower, promotion is harder,work intensity is larger. The backward grass-roots economic, disordered social order and weak cultural atmosphere all contribute to the difficult of social management of grassroots police. Imperfect system, particularly the lack of incentive system, seriously hinder the enthusiasm and passion of grass-roots police. In order to attract and retain grass-roots police, and fully mobilize their working enthusiasm, and better their social services for the people, to establish positive and effective motivation theory and strategy is imperative. But the broad theoretical research in poor mountainous areas in western China can not meet the basic needs of police incentive, the problem is not strong on the key, the lack of basic police driving theory makes the incentive of Western practice of grassroots police powerless.. Therefore, explore and seek an effective incentive theory is very important.The paper takes the police station of Ningqiang, Hanzhong, Shaanxi as research object, through the design of questionnaires, field interviews, literature review methods, under the pragmatic understanding of basic psychological needs of the police and scientific and rational analysis, on the basic of learning from other theory, put forward my own views and measures about insufficient incentives of local police.Primary police motivation is a process to use some kind of effective means or method to mobilize working enthusiasm of grass-roots police, belongs to the enthusiasm problem. Research on motivation, since 20th century, Western Behavioral scientists, management scientists, psychologists have done some associated research from different angles, and put forward their own theories, such as Maslow's hierarchy of needs theory Herzberg's two-factor theory, Eerfode's ERG theory, Folu Mu's expectancy theory, Adams's equity theory, Skinner's reinforcement theory and so on. Research on the basic theory of civil servants put forward by the famous American scholar Lipsky's Street-level Bureaucracy theory, Police Motivation Theory in China belongs to the scope of civil service management, many scholars have different perspectives from related studies, which specifically include evaluation, wage benefits, promotion, training in four aspects Related theories such as the famous Chinese scholar Liang Jiang Shuo's complex balance of interests of civil servants motivation theory.Author through on-site investigation and the questionnaire obtained the police demand, combined with the author specific experience of police work over the years, draw really demands of grass-roots police, including pay and benefits, management participation, work environment, personal goals, honor access, career expectations and so on. Further analys the current incentives in the western grass-roots police:a serious shortage of police, the task is difficult and hard; wages and benefits are relatively low; unsatisfactory working conditions; personal management power can not be fully exercised; personal Honor can not be obtained; grassroots police personal qualities are relatively low.Based on the current situation and problems exist in grass-roots police's demand and incentives, the author proposed incentives should be guided by the principle:the principle of material incentive-based, the combination of material incentives spirit incentives, the principle of material incentive-based; level set by the principles of demand; the combination of internal control and external stimuli, people-oriented principle, the principle of combination of the public interest and private value. Proposed strategies on solving insufficient incentives of grass-roots police. Proposed to solve the current shortage of basic police incentive strategies:decreasing, enhance the combat effectiveness of grassroots police; increase police benefits; improve the examination system to ensure fair assessment and honesty; enhance communication and build a harmonious relationship with the public; improve the police work environment; promote democracy and the full exercise of the police officers involved in the management; consider the needs of police, given the honor of incentives in time;...
