In the public crisis management in the process of how to strengthen the cooperation among local governments has become an urgent need to look at. With regard to the need for cooperation among local governments and their forms of cooperation at home and abroad a large number of relevant information. In particular, the European Union and the United States, cooperation between local governments have tended to mature and cooperation among local governments in China also have good reference. Cooperation among local governments in China in 20 years after the reform and opening up has also been considerable progress, achieved some success, but the problem ran a lot either. As the system and the formulation of various defects and drawbacks, there is no form of science, improve cooperation mechanism among local governments, leading to cooperation between local governments in China to generate a lot of difficulties, can not be an efficient and orderly co-operation.The author believes that the relevant local governments of foreign cooperation between theory and practice experience to learn from our country have a good meaning, but to consider China's national conditions, should be concrete analysis of specific problems can not be applied mechanically, blind draw. Sinence and rational approach is to combine China's specific national conditions and make a reasonable institutional arrangments.This writer, from an economic point of view, the use of co-benefits theory, through our public crisis management mechanisms for cooperation between local governments, the current situation and in-depth analysis of the problems that China's current local governments can not be good cooperation, can be summed up There are three main areas:the lack of relevant laws and better co-operation rules; my system is not perfect, fragmented serious, not yet established an institutionalized governmental cooperation agencies; lack of cooperation of the benefit-sharing mechanism, which is a cooperative of the most difficult to reach the root causes. Further in building a cooperation mechanism among local governments above, put forward three policy proposals:the establishment of the mechanism should be social trust, and information sharing mechanisms, supervision and restraint mechanisms to build the three-round cooperation.
