The Study On The Cooperation Between Government And Non Profit Organizations In Public Crisis Management In China

The public crisis has brought serious economic loss to the government and the society, threatening the people’s lives and property, hinder the stability and development of the society, the public crisis management of the government also faces enormous challenges.In such a situation, China’s current government functions can not meet the public crisis management efficiency, flexibility, coordination and other requirements. Non profit organizations as an important force in social organization, has a professional, mobilization and strong, quick response and other characteristics, it makes up the deficiency of government in public crisis management.Therefore, in terms of the transformation of government functions, the development of non profit organizations and the effective management of public crisis, to strengthen the public crisis management of government with non-profit organizations in cooperation has important significance.This paper is divided into five parts, including the theoretical basis of the cooperation of government with non profit organizations in the public crisis management specifically difficulties in the process of cooperation, the cause of the problem,and path choice of improving the cooperation between government and non profit organization in public crisis management.The first part analyzes the background, significance and domestic and international literature review, research ideas and methods of this paper.The second part defines the public crisis, public crisis management, Non profit organizations, puts forward the cooperation of the government and the Non profit organizations in public crisis management, analyzes the unique advantage of non-profit organizations to participate in public crisis management.The third part elaborates the problems and causes of the government and non-profit organizations in the process of cooperation.The fourth part introduces the advanced experience including America, Japan, Germany in the public crisis management cooperation between government and non profit organization,Put forward rational enlightenment to cooperative management construction in China.The fifth part is the focus of this paper, based on the experience of cooperation in public crisis management of foreign developed countries, combined with the specific circumstances of the public crisis management in China, put forward countermeasures to improve the government public crisis management cooperation and non profit organizations.
