| In recent years,there are lots of frequent outbreaks of public crisis which affect the public's normal production and life.Dealing with public crises became all levels of government to face. The traditional view is that governments, especially the central government should response to the public crisis mainly, local governments are often in line with the position of the mobilization of other subjects. By the outbreak of the public crisis of recent years,We could find that the role of local government performance become more and more prominent. It can be said that the local government to become the subject of public crisis management has become a major trend. This article is based on the trend, which from a governance perspective and examine the functions of local government to explore the local government acts in the public's role in crisis management.This article is divided into four parts. The first part introduces the basic concepts of public crisis, and occurred in the characteristics of public crisis of China in recent years,the local government response to the inevitability of public crisis, and the process to be followed in responding to the principle. The second part from local government agencies, law, information transparency, risk education and government relations with the third-sector try to explore the experiences and the shortcomings in response the public crisis. The third part shows some foreign countries of the local government to deal with public crises in the successful practices and experiences for reference. The fourth section presents the optimizations of local government's public crisis management strategy. This paper argues that,on the one hand,we should optimize the government's own agencies, on the other hand, pay attention to the joint with the other governing parts.
