| "Three rural issues" has always been the focal point of China's social development, while the peasants are the core of "three rural issues"; Therefore, in order to solve the "three rural issues", first of all we should pay attention to farmers. From the experience of developed countries, improving their quality is the fundamental way to solve the "three rural problems", the level of peasants'cultural qualities impact on rural economic development, at the same time it affect the improvement of living standards of farmers. China is a large agricultural country; the rural population account for a large proportion, coupled with historical, environmental, policy and other reasons, there is a considerable gap between Chinese cultural quality of the rural population and the developed countries'. Henan Province is the province with a large population, at the same time she is a major agricultural province, compared with the developed coastal provinces and the surrounding provinces, the cultural quality of the rural population in our province in general is lower, and even become the obstacles to the process of building new countryside. Therefore, it has important practical significance and theoretical needs to grasp the status of the rural population's cultural quality in Henan Province and explore ways to enhance it.Against this background, the main research content of this article includes four parts:Firstly, analyzing the development of the rural population's cultural qualities of Henan Province. At first, finding the restricted factors of the development of rural population's cultural quality in Henan Province from the natural environment, history, policy and education perspective; Next, using level of four indicators that is education structure, the proportion of illiterate population, per million population in the number of different educational levels and average education age to measure the level of cultural quality of the rural population in Henan Province; and finally, analyzing the reality of cultural qualities of the rural population in Henan Province to consider its effects on income, consumption, labor of agricultural, industrial structure of agricultural and the reproductive concept of rural areas.Secondly, describing the specific measures to improve the cultural quality of the rural population in Henan Province through the education reforms. Papers grasp the status of the rural population's cultural qualities in Henan Province in detail, and based on which, the article put forward measures such as universal nine-year compulsory education, developing vocational education, strengthening labor export quality, and foster the industrialization of agriculture and accelerating the transfer of rural labor force, strengthening the basis of cultural qualities of the rural population in Henan Province.Thirdly, proposed that the promotion of civic consciousness by enhancing the cultural quality of the rural population in Henan Province., based on the discussion of culture on citizenship in rural Henan Province, expounded the values of bring up the concept of citizenship from the market economy, the level of political participation and rule of law and so on. Finally, the article focused proposed ways and means of cultivating civic consciousness of the rural population in Henan Province.Fourth, discoursed the key to enhance the cultural qualities of the rural population in Henan Province is still to solve the problem of farmers. The solution lies in a fundamental way that we must first change the urban-rural dual structure, relying on sound land policy, joint-stock agricultural enterprises and state-owned enterprises owned by the whole people and so on, accelerating the organic link of rural and urban to the ultimate goal of the progressive realization of urban and rural areas integrated development. Next, speeding up the building of new socialist countryside and building a harmonious society is another key step to solve the farmers'problem.This papers is not only to better grasp the status of the rural population's cultural quality in Henan Province, but also put forward the corresponding countermeasures, this conclusion of the study will help raise the cultural quality of the rural population in Henan Province; at the same time, the general theory and methods of research on the cultural quality of rural population is a reference for other provinces and territories as well, the content of this study is to better enrich the current "three rural issues" research in the field. |
