The new rural area construction of our country has been developed into a totally new stage. In accordance with the government policies, from the year 2006, "university graduate as a countryside cadre" policy has been taken into account and been considered as a new way to develop the new rural area construction. "University graduate as a countryside cadre" plan has been exercised in Fengxian District, Shanghai since the year 2006. Until now, the target of university graduate in every village has been basically realized. This article is aim to analyze the conditions of these kinds of "university graduate as a countryside cadre", to further know the working and life conditions of them, to understand the realistic needs of them when they are working in the grass-roots, to establish the working policies which will be better beneficial to "university graduate as a countryside cadre" and to facilitate the new rural area construction of the socialism of our country.Article 1 does a brief introduction of new rural area construction theory, university graduate as a countryside cadre regulation and science research ways, analyzes the realistic meaning. Article 2 sets up the concepts of new rural area construction and university graduate as a countryside cadre, theories of new rural area construction in our country in according to the recent research conditions. Article 3 analyzes the university graduate as a countryside cadre conditions in Fengxian district and points the realistic problems met by the university graduate as a countryside cadre. Article 4 introduces and analyzes several local and overseas experiences of new rural area construction, compares the university graduate as a countryside cadre regulation with them. Article 5 sets up some suggestions and thinking about university graduate as a countryside cadre training from micro and macro in according to the research achievements before-mentioned. Finally, several problem were set up due to the limited analyze.To facilitate the new rural area construction and rural spiritual with the coming of university graduate as a countryside cadre, it takes localization, time and reorganization. We hope more elites to find a better way to the new rural area construction.
