There is a revolution between the society and the economy structure, the contradiction highlights amount the different stakeholders, old and new systems and opinions. It's inevitable and will become even more violent during the processing of developing countries changing into modern society that the sudden occurrence and mass disturbances happened. It needs we deal the benefit,contradict and the way of increasing economy well for the different classes, arrange carefully and skillfully to reduce the various contingencies to avoid the problems that the economic stagnation, social contradictions intensify and long-term social unrest appearance and so on.This essay finds that the concept of mass events,different type descriptions,the trend of mass events,descripe the current situation and development features of mass events comprehensivly, from the views of society,economy,legality and psychology analaysis the reason why mass events occur,through the analaysis of existing mechanisms,we find that the mass events occurs under the misunderstandering of people and lack of prewaring, and emergency management methods used to by government but lack of other organizations,ineffective information transfer,the transparent unenough,see the leadership experience more important than legal and experts and settle the case by private,always solve the problem after happened but not prevent,pay attention on government methods but not the power of the local people or institutions and so on. In oder to prevent and reduce this kind of events happen again,we need to start from the relationship between the demand and supply of the resouce of legal,and give the full play to the role of lawyers who are the legal workers of socialism with chinese characteristics,through the cost-benefit analysis,we can know that the time lawyers entered,the process,and the cost is in inverse proportion to the hard level. On the basis of the whole disposal mechanism which arranged by the lawyers,we can find that it is an certain claim of social developing to legal intervention. But it will have impact on lawyers by mechanism,institutional,environment and the characters of the lawyers themselves and so on,so it needs us to emprove the security system to provide participation and also an legality institutions system.
