Research On The Management Of Mass Disturbances

With three decades of reform and opening up, China has made a leap-style development in economy, but at the same time social structures are undergoing one kind of complex changes, which mainly reflected intensified social transformation, the number of conflict between all classes, all kinds of stakeholders which disturb social order continues to grow. Since the seventies of the twentieth century, China entered a sustained period of social transformation, the number of community events against the Government increases, the degree of organization enlarges, showing the scale of the damage are rising, the performance of form tends to be diverse. Not only social security and social stability have been seriously damaged, but also led to the intensification of contradictions between the people and government, extremely bad social impact. So in recent years, group events and become a hot topic of common concern of academic and theorists gradually, the focus of community and one of the most prominent that affect social stability.This paper uses democratic administration, governance and other aspects of the theory, tries to explore the causes of group events and treatment methods from the perspective of democratic administration. Community events are often caused by conflicts of interest and appeal of diverse right, and government departments become the main objects. It is because that our current democratic administration building have deficiencies. Through the city "Taxi transport strike",this paper summed up the experience in which governance can learn from in future, and based on the event, this paper want to fine the measures of proposed management of group events.The relevant departments should improve their own lack of ability actively, improve the work ability and personal qualities of government officials, strengthen the government in a crisis state, the rapid response capacity, to seize the favorable opportunity to take the appropriate strategies, make advance prevention, things in the proper handling, and pay attention to feedback afterwards etc. In order to successfully resolve these conflicts, the right to meet the reasonable demands of the participants, thus effectively preventing an even more intense conflict, and promote improvement and perfection of democracy and safeguarding social order and national stability, order and stability.
