Sino-Africa relation constitutes a significant part of China’s foreign relations and China’s African policy has also being serving as an important role in China’s foreign policy. Initiated from’Cold War’,China’s Africa policy has always been adjusted and changed through the era.With different and detailed background features and forces, China therefore has changed its African policies twice in different phrases.China and African countries being both developing countries, they share the similar history of suffering from Colonialism in the past and the identical missions of striving for national development at the present. China started to establish the diplomatic relationships with newly-independent African counties during the’Cold War’, and the subscription and amendment of China’s African policies thus were significantly affected by the international configurations and foreign relation strategies during and post cold war. Since the China-African relation during the Cold War Era is the starting point of that after Cold War, to demonstrate the adjustments and changes of China’s African policy after the Cold War should be based on China’s African policy during cold war as a historical comparison.At the end of1980s and the early of1990s, the collapse of Soviet Union, also granted as one of the symbols of the closure of the Cold War (1945-1991), led to the end of bi-polarization and an initiation of multi-polarization, which changed the order of International Relationships dramatically.Although Chinese diplomacy no longer adopted "output revolution" since the beginning of reform and opening, still at that time, China had been receiving great pressure from western peaceful evolution and sanctions, and thus should hide her strength and try to stand firm so as to prevent or respond. In terms of economics, China fully understood "development is the absolute principle".Since the21st century,although still part of the post-cold war era, both China and Africa as well as the entire international situation have undertaken great changes, and China’s African policy has thus adjusted again. China has achieved the high speed development of economy by joining international organizations including WTO, socialist market economic system reform, and quick integration into the world economic system. With the rise of China’s comprehensive national strength and international influence, China has begun to re-examine African’s strategic significance. In the meantime, Africa’s politics and economy have been getting better:it has achieved a relatively stable economic growth, becoming the fastest-growing economy in the world; political situation in Africa has become stable, and gradually gets rid of the western dominance and control with the influence of African integration. With the deepening of globalization in the new century, Africa, with the most number of developing countries in the world, has outstanding advantages in labor resources and energy. These factors have driven China’s adjustment to her African policy up to a new level. Along with the establishment of the China-Africa new strategic partnership and the smooth convening of the mechanism of China-Africa cooperation forum, China and Africa will be cooperated more comprehensively in politics, economy, culture and so on. China’s new African policy reflects the rise of China and her responsibility as a great nation.In order to conclude a solid analysis of the reason why China has changed its policy toward Africa during different periods, we tried to use the Cold War Era and1990s as a water shed to compare the differences and features of each phrase. To conclude, we intense to offer a constructive analysis for the new type of Sino-Africa relations in the21century.
