Short-term Behavior Of Local Government In The Traditional Development Strategy

Short-term policies exist in any society. The difference is that the logic of the formation of short-term policies is not same in different period of development of societies. In "taking economic construction as the center" of the conventional development strategy, short-term policies of local governments are the policy behaviors that local governments seek to local economic development and seek to maximize the effectiveness of the local economy.During the period of the conventional development strategy, the objective fact of China's poverty needs to change this situation through national development, but as a conventional development strategy which leads the development of the country's development with a two-sided characteristics, and it by means of performance evaluation embedded in local political process and alienated. Factually, China's poverty became a logic basis of the short-term policies of local governments.The paper analyzes the cases of the State Council governing the "Development Zone", the non-win-win of Taihu Lake's pollution and Taihu Lake's economic development, "beneficial" investment policy, to represent the basic state of local governments'short-term policies under the conventional development strategy, and to summarize a variety of complex subjective and objective factors that influence the output of local government short-term policies in the political process.The paper uses the political process analysis and dialectical analysis to analyze the subjective and objective factors that influence the output of short-term policies in the political process in the stage of the traditional development strategy. These objective factors are the scarcity of economic, financial, policy resources, the limitations of local governments' decision-making system, mechanism and the process, performance evaluation systems, economic globalization; these subjective factors are the cognitive limitations of local government, policy preferences and self interest and so on. In the local political process, these subjective and objective factors not only comprehensively affected the local government decision-making, but also are the original driving forces that the formation of local short-term policies in the conventional development strategy.Actually, "taking economic construction as the center" of the conventional development strategy in the way of the performance evaluation embedded in local political process, it makes "economic development" to be the political and economic tasks that local governments must complete do so, in the comprehensively influence with a variety of objective factors and subjective factors, the short-term policies in the traditional development strategy formed a kind of "path dependence".
