On The Short-term Rheology Ofpublic Policy In The View Of Multi-source Theory

In recent years,some areas appear the short-term rheological phenomenon of public policy from time to time in our country.It not only affects the stability and continuity of policies,damages the credibility of the public sector,and causes a waste of manpower;material and financial resources,disturbs people’s pace of life,affects social stability.The academic community has carried out some researches on the phenomenon,but there is only a few of articles on it.And the perspective is very single,relatively few scholars analyze the interaction of the different factors and the internal logic for influencing the policy short-term rheological,therefore it’s difficult to explain the reason of short-term rheological deeply.In this paper,we search and study relevant literatures for the short-term rheological and multi-source flow theory in domestic and abroad.We also introduce the theory of multi-source flow and combine the knowledge of traditional public policy system.Taking Henan province "fireworks ban in the whole province" policy process as an example,describes the whole process from the formulation,release,and dispute to the end of the policy,studies the influence factors of the short-term rheological of the policy,the source of policy and the political origin,analyzes the opening of the policy window and the convergence of the three sources are analyzed,summaries the reasons for its emergence and the key management strategies to prevent the occurrence of short-term rheological changes.And according to the principle of system analysis,find out the incidence of reducing the short-term changes in public policy.To improve the quality of public policy,there must be a set of public policy processes for scientific democracy.This process also includes the issues identified before the policy formulation,the selection of alternatives and the setting of the agenda.Try to combine the theory of multi-source flow with public policy system,to draw a completed flow chart of public policy of scientific democracy.
