In an ever-changing society, with the constant transformation and progress of economic structure, also with continuous development of human material and spiritual civilization, mankind is faced with more and more challenges and suffers from increasingly heavy psychological pressure. At present, our country is ushering into an important period characterized by constant improvement of political system, rapid development of economy, ceaseless promotion of cultural standard, and gradual constructing of a harmonious society. As a special group of personnel, civil servants play an important role in all reforms. Meanwhile they are confronted with unprecedented challenges and psychological pressure.As an important and integral part of the Civil Service, civil servants of the administrative law enforcement category are organizers in government management of social business, promoters of social public business and practitioner of socialism. Therefore, they play a vital role in promoting social economic development and constructing a harmonious society. With more and more complex situation at home and abroad, tasks of reform and development are increasingly arduous. Thought and culture are becoming more and more diversified. On the one hand, China is conducting an innovation project named "Government Reengineering", which is an important process transformed immensely from traditional controlling mode to service mode, and from official-oriented system to people-oriented system. Naturally these transformations put forward new demands for civil servants of the administrative law enforcement category. If they can't adapt themselves, they are very likely to be bothered by a wide range of psychological health problems such as depression, anxiety, panic and so on. On the other hand, with the fierce competition and unique characteristics of civil servants'occupation, and under the powerful public supervision, the psychological health problems of civil servants in the administrative law enforcement category are coming up one after another and becoming more and more serious, thus much attention should be paid by all circles of society.On the basis of related documents, investigation data analysis and information integration from public administration, sociology, psychology, politics and public management, a questionnaire investigation on 651 civil servants is made in the administrative law enforcement category from Wenzhou Administration for Industry and Commerce:Longwan sub-bureau, Cangnan and Dongtou bureau. In addition, the author interviews leaders at all levels and makes a full-range and multi-angle research so as to probe into the status and reasons of psychological problems and then puts forward some effective guarantee mechanisms.This article is divided into five parts. The first part describes the background, significance and aims of the research. Besides it analyzes the status of psychological health problems of civil servants in the administrative law enforcement category. Furthermore it puts forward the research methods, approach, thoughts and main purpose. The second part explains the relevant concepts and theories combined with the studies at home and abroad. The third part makes an empirical study on 651 civil servants in the administrative law enforcement category from Wenzhou Administration for Industry and Commerce:Longwan sub-bureau, Cangnan and Dongtou bureau in the form of questionnaire and interview. The fourth part analyzes the causes of psychological health problems of civil servants in the administrative law enforcement category from subjective and objective aspects. The fifth part brings forward some guarantee mechanisms for civil servants of the administrative law enforcement category by the joint efforts from the individual, society and government.
