By November 12,2013 Chinese stressed that the eighteenth CPC Central Committee Third Plenary Session of the "CPC Central Committee on deepening reform of the overall number of major issues",to improve social governance,adhere to the system of governance,strengthen the leadership of the Party committee,the government plays a leading role;to improve the social stability risk assessment of major decision mechanism.Establish smooth and orderly expression of the aspirations of psychological intervention,conflict mediation,rights protection mechanism,so that the masses can reflect problems,conflicts can be resolved,the interests are protected.The basic level of non leadership civil servants accounted for a large proportion of the Party committee and government,the group with high,directly facing the masses,is the direct operator to solve the specific issues,is the social management system innovation,safeguard the fundamental interests of the people,the maximum increase harmonious factors,enhance the vitality of social development,improve the level of an important force in social governance the.Only this group,can have a good self recognition,positive mental state,in order to better implement the relevant policies and policies,in order to better practice the mass line.But the actual situation,the national civil service,especially in the face of so many problems in the work of the grass-roots level life of non leadership civil servants,interpersonal organs complex,heavy work pressure,life pressure,narrow channels for the promotion of micro-blog,the wages of most grass-roots level feel pressure to non leadership civil servants out of breath the family to support,work to do,also have their own ideal to achieve,but has encountered many obstacles,powerless,and lack of timely resolve,psychology has a lot of problems,so realistically although the national official hat glamorous,but the section of non leadership civil servants mental health problems at the grassroots level is not optimistic.For a long time,this group has accumulated many psychological problems,the gap between the psychological problems and mental illness is more and more small,if not timely intervention to resolve,is likely to result in more serious consequences,therefore,the civil servants especially psychological problems of grass-roots level of non leadership civil servants to intervene is urgent.We thought that the basic level of non leadership civil servants psychological problems refers to perform public duties according to law,the administrativeestablishment of the state,wages and benefits by the national financial burden,in the county the following government agencies,enterprises and institutions work with the level of non leadership positions of staff is negative and adverse psychological problems,it is universal,centralized,coexistence in addition,pathological,there are also different categories.The psychological problems of the group study room to promote their own development level of non leadership civil servants to improve the overall efficiency of the work of civil servants,the need to improve the management level of civil servants.Because the work suffered discrimination,give and take is not balanced,the promotion channel is narrow,the interpersonal relationship is more complex,the lack of timely and effective psychological intervention leading to the occurrence of depression degree is deep,the desire is too low or too high,burnout is more prominent,more strong sense of trust and other psychological problems.We can solve these problems by strengthening the construction of organ culture,improving their psychological quality,perfecting the system of selecting and encouraging people and establishing psychological intervention mechanism.
