Since 80's in 20th century, some local governments in our country made much beneficial exploratory research on governmental performance evaluation system. However, due to commencing too late, the system, which is immature and imperfect in both theory and practice, remains in the stage of development in our country. The research is even less on the performance evaluation of grassroots township government. Nowadays, the central government is strongly spark-plugging the construction of socialistic new village. In the situation, for the township governments of grassroots administrative organization, in the new era and the new domestic and international environment how to improve the performance of township government and how to change their service methods and contents, in order to better take charge of the rural administrative affairs and social management work and to better carry out the lines, principles and policies on rural work, it is a significant issue regarding the farmers'happy life, the rural development and the whole country's prosperity. As an important means of new public management, the theory and technology on performance evaluation, which is applied to the township government, has become the practical tool to evaluate and improve the governmental performance. During the practice of over twenty years, there are many difficulties and disadvantages in performance evaluation even though its application scope becomes wider and wider, evaluation method becomes better and better, and the effect more and more remarkable. To take the governmental performance evaluation of the Fuping county in Weinan City for example, this article both points out the problems during its application, analyzes the causes, and propose to create new performance evaluation system of township government. Also, it points out the details which should be paid attention to during evaluation, and the unfavorable factors in its practice and set forth creative resolutions. This article is divided into four chapters. In the first chapter, the author introduces the experience and present situation of the development of domestic and foreign performance evaluation, explains why the author makes the research on the governmental performance evaluation of the Fuping county, and defines the related concepts.In the second chapter, the author first defines the main functions of township government, introduces its roles, and points out the problems existing in the governmental performance evaluation of Fuping county according to the facts, and deeply analyzes them. In the third chapter, the author makes deep analysis of different problems. First, the author puts forwards to concrete resolutions according to the problems which exist in the performance evaluation system of FuPing county township government; then more deeply analyzes the obstructive factors during the execution of the system; last the author proposes innovative supposition hoping to change the situation of performance evaluation of township government through legislation, innovation of systems, daily management, third-party evaluation. In the fourth chapter, the author respectively states the principles, the subjects, the process, methods and the index of evaluation, in order to try resolving the problems of performance evaluation by establishing new performance evaluation system of township government. The fourth chapter is written as the strong complement and improvement of last chapter with the purpose to better solve the problems existing in the performance evaluation process of town government and to improve the governmental performance.
