Study On Index System Of Township Government Performance Assessment

Government performance evaluation is not only an important theoretical problem, but also a very important practical issue. It plays an irreplaceable role in evaluating government's ability, supervising government's action and enhancing performance. The local government performance evaluation is an organic system including essential factors such as evaluation subject, evaluation index, evaluation criteria and evaluation method and so on. Constructing the index system of local government performance evaluation is a foundational project, designing a scientic and reasonable index is a precondition of evaluating government performance objectively and impartialy. As Chinese administrative system reform continues and government management level raises, some twonship governments have begun to attempt to assess the performance and have achieved certain results, because starting too late, the township government performance assessment of our country remains in stage of development, lots of immature problems exists in not only correlative researches but also practices. In index system of township government performance, those researches are even rare now.This paper studies the index system of township government performance evaluation under the trend of the construction of service-oriented township government, based on the analysis of unreasonable index system design of Chinese township government performance evaluation. This article first introduces township government performance evaluation's basic meaning and point out the basic role the index system played in the whole government assessment evaluation. Then it talks about the operation of township government performance evaluation in Zhoushan City. Based on the serious analysis of the township government performance appraisal paper of Zhoushan, focus on the evaluation contents, it points out the index system is not complied with the inherent "people oriented" concepts, the contents are multifarious, mixed and disorderly and, and then it discuss this deeply from the institution system, function and the interactive relationship between county government and township government After that it regard the service government as the basic theory, take law as the criterion, combined with function change about township government in building new socialist countryside's context and the principle of the independence and systematicness, we propose to build a service-oriented township government performance evaluation index system, and put forward some preliminary conclusions in structuring the index system of township government performance evaluation of Zhoushan.
