China's Civil Service Administrative Actions To Choose The Ethical Dilemmas And Their Digestion

The public administration staff makes the right choice when they are encountered the ethical dilemma depends on the ability to making decision. Analyzing the causes of ethical dilemma, we find that most of ethical dilemmas come into being with the public administration action is taken and pass off once the administration staff makes the final choice. Therefore, the essential resolution to the ethical dilemma is administration officer's reasonable decision. While, whether the administration officer behaves appropriately relies on the ethic levels of their own. In the public administration field, playing an active role in the ethical activities, especially in public policy development and implementation, is necessary and helpful to improve the skill of making ethical choice, because many ethical conflicts occur in these fields. These activities practice the administration personnel in recognizing conflict, withstanding temptation, enduring pressure, improve administration personnel's capability in persisting principles and making proper decisions, and advance the development of administrative organizations.Standing by administration culture in a transformation period of China, the root cause of executive's dilemma today, this paper gives kinds of ethical conflicts the executives are facing in real situation, studies their representations and background, investigates the preconditions of ethnic decision, the ethical autonomy and the existence space, provide ethical guidance and a moral sense of ownership for our executive officers who are having difficulties in administrative activities of the relaxation and final digestion.
