The concept of Middle Power was firstly proposed by Canada in the aim of finding the right position in post-war reconstruction during the World War II. In practice, this concept evolved and became the foundational point of Canada's foreign policy.The concept was first proposed by Canada has its inevitability: Canada's unique history, cultural trends and the special international environment are the reasons for the formation of this theory. After that, Canada's diplomats made proper foreign policy in corresponding of the changes of the international situation, continuously enriching the concept in practice, and at last, made it as a position in making decisions of foreign policy, formed its own unique style of diplomacy in the unpredictable and complicated international environment, gained a lot of praises from other countries. Middle-power countries, whether in theory or in practice, then begun to get the world's attention and became an object for study and imitate.The diplomacy of Canada in the early Cold War has produced a tremendous impact to the subsequent Canadian foreign policy and diplomatic behavior and performed a good example for the middle power counties participated in international affairs. So we can know the special features of diplomacy of Canada and other middle powers in studying the diplomacy of Canada in the early Cold War. During that time, facing the situation of US-Soviet hegemony, the primary problem Canada need to solve is that how Canada maximize its own power,impact Super Power and take the advantage of international society in the situation of having less power to dominate the international trend. In the position of Middle Power, Canada leaders and excellent diplomats made their foreign policy as following US but didn't consist in depending of their own benefits; Canada participated in international affairs actively; In peacekeeping,foreign aid and other areas, Canada have made achievements by relying on the United Nations and formulating international rules that have attracted worldwide attention.Canada's policy toward China of this period did not get much attention whether in domestic or international study field. In research of Canada's policy toward China of this period, at one hand, can set examples to demonstrate the features of Canada's diplomacy; at other hand, as a regional power, such study may tell us how China learn such experiences and what kind of strategic should be used when China dealing with middle-power countries.
