In order to build a new socialist countryside, to implement the scientific concept of development, China has put forward the thinking of the construction of the rural community step by step. In this process, the Government, especially the Primary Government should assume what responsibility in the construction of the rural community is a problem of study and which is at the institute of this article.This article is in accordance with the thinking of Proposing the questions-analyzing the problems-solving the problems and the use of the literature, normative analysis and other research methods for writing.
