Study Of Rural Poverty Alleviation In The State And Society Relations

The relation between state and society is the important research of politics and sociology, but using the view of it in the researching of rural poverty alleviation is very different from most recent researchs. As the government is the legitimate agent of state's will, state and government can often be used for each. But the content of society is the sum of social relations and NGOS which are distinguished from state, market and families.Based on the development of social poverty reduction, our rural poverty alleviation has gone throng these three major stages:hollow society, invisible society and to civil society. Recalling the history of rural poverty, state and society have a relation between administrative state and hollow society. Administrative state is mainly manifest by the continued expansion of governmental anti-poverty agencies and the expansion as well as penetration of administrative power, while hollow society is mainly manifest by low organized of social anti-poverty forces and the little function on anti-poverty of society. With the development of social organizations and the enhanced of social independence, state and society in rural poverty alleviation are turned to administrative state and invisible society, but society still can't have significant effect, while state goes to have relative dominance but society starting to active participating, and the cooperation between state and society came true at the first time. The function between administrative state and invisible society has a positive or negative influence on the poverty reduction strategies and the development of poverty reduction. Under that influence, we can find the cooperation of poverty reduction between state and society is very necessary. Also, the concession of administrative state and civil society particularly the growing of civil society organizations provide a realistic possibility to that cooperation.By the construction of institutional environment, the conversion of poverty reduction strategies as well as the foster of individual citizens' awareness, administrative state can make a concession while civil society can make a growing. Then, cooperation of administrative state and civil society become the future road of rural poverty alleviation.
