China has adopted the state medicine system of full financial burden of all medical costs of criminals many years. The implementation of this system makes criminals get timely and standardized treatment, as they get sick, which fully reflects the protection to the personal and health of the criminals, and shows the progress of the social civilization and human rights. However, as the socialist market economy reforms, this planned economy-style health care system has been gradually out of line with the market economy, as well as far behind the step of social medical system reform. This has been shown in many practical works, such as the medical treatment of the criminals due to the lack of financial investment, the prison financial burden, the risk of prison police and so on. These problems are caused by many reasons, such as insufficient investment finance, incompletion of the social medical security system, low ability of prison police, etc. However, one of the important reasons is that the health care system of full financial burden of all medical costs of criminals is incomplete. Hence, to solve these problems, what need to do is to speed up the restructuring of prison medical costs, and gradually improve state medicine system if criminals.Based on some related literatures, taking a prison in Hangzhou as example, this paper aims to discuss the existing problems in practice, and analyze the reasons. Also, combined with the purpose of reforming criminals of Chinese prisons and the principle of medical and health system reform of present stage, based on the mature experience of some developed states and some useful practice explores, we propose the direction of the reform of Chinese prisons medical costs, as well as some advice for reference.
