Northeast Asia can be said that the only area which is still under the system of the Cold War while all the word is deviating from the trend. Multilateral security cooperation in the region has achieved some results since 1990s by the relevant parties making joint efforts, but the level of its cooperation is only equal to the initial stage of EU multilateral security cooperation in 1960s. The main reasons for this phenomenon are the historical and territorial issues existed in the region, paying more attention on bilateralism and not being fully aware of the common threats they are facing now. Although Asia-Pacific Regional Forum(ARF) is known as Northeast Asia multilateral security cooperation system of government-wide, but in fact, for it is under the auspices of the Association of Southeast Asian Nations operation, compared to the security of Northeast Asia, it pays more attention on Southeast Asia security issues. The Asia-Pacific Security Cooperation Council system (CSCAP) and Northeast Asia Cooperation Dialogue (NEACD) are all operated by the non-governmental cooperation, the result of cooperation is difficult to be reflected in national policy.In the 21st century, neighboring countries in Northeast countries have recognized the importance of multilateral cooperation except North, showing a positive attitude. And countries recognize that to achieve multilateral cooperation in Northeast Asia, we must first address the major threat which is existed in the Korean peninsula, including the North Korea nuclear issue to stability in Northeast Asia. Under this background, the international community set up the six-part talks to resolve North Korea Nuclear issues. It has great affect on resolving hindering factors in creating Northeast Asia multilateral security cooperation mechanism, especially on urging North Korea on involving in resolving problems and accumulating experience of multilateral security cooperation. Meanwhile, the participating countries also recognize that to solve the common peace of Northeast Asia also need ongoing consultation and discussion to keep safety and they decided to operate the "peace and security regime in Northeast Asia Practice Group" by "9.19 Joint Statement" and "2.13 agreement" to make the creation of multilateral security cooperation mechanism in Northeast Asia possible. The international community should make full use of six-part talks, making the Northeast Asia security can produce a "security cooperation mechanism in Northeast Asia" which can play the same role as the European Union (OSCE) in conducting a comprehensive discussion of security issues in Northeast Asia.
