The Construction Of The Education Code Of The Late Qing Period

After the Peace Treaty of 1901, in the face of internal and external "troubles", the Qing government pursued a new policy. The Qing government issued a series of laws and regulations to speed up the process of educational reform regulate all aspects of education reform. At first, the legislation of education propelled the appear of new style schools and the reform of education. Then, the Authorized Regulations for schools was not carried out, but it set up a new style of school. In 1903, the Qing government set forth the Authorized Regulations for schools, it is the first rule that was issued as a decree and carried out all over the country, also the most important education law of Qing government. Next, the Qing government abolished the Imperial Examination System. The government also issued a series of laws to regulate the abroad studying and standardize the Chinese-foreign cooperation in running schools aims to learn from the west countries better. The paper will introduce the establish of Deutsch-Chinesische Hochschule and expound the statute of specialized Institute of Higher Learning, including it's procedure and content. The paper shows the innovation of the construction of education law during the New Deal.
