Public Policy Implementation To Circumvent Their Countermeasures Research

In the operation of public policy, the policy objective is to be achieved through the implementation and be directly affected by its performance. Since the Reforming and Opening up, the Party and government has successfully formulated and implemented a number of good policies, which greatly promoted the economic development and social progress, and also improved people's living standards. Thus, the government set a very high authority and a good image in the public. However, we also found that some well-planned policies, ultimately, had not been realized. There are some cases of deviation during the policy implementation, which has not only impeded the realization of policy objectives and undermined the policy order, but also declined the citizen's political enthusiasm and weakened the party and government authority. Therefore, the research to avoid the policy implementation deviation is particularly important.In this paper, on the three theoretical bases of Public Choice Theory, Public Policy Process Theory and Principal-Agent Theory, the author used the two methods of benefit analysis and systems analysis to take further study on the policy implementation deviation. Through the research, the following two conclusions can be drawn: First, under the combined effect of interest-driving, principal-agent relationship between different levels of governments, defects of monitoring mechanism, and resource scarcity, it led to the policy implementation deviation. Second, to avoid the policy implementation deviation, it should establish the interest integration mechanism, strengthen the information communication and coordination, optimize the power distribution structure, and introduce competition. At the same time, to improve systems of supervision, incentive and accountability, and to optimize resources for policy implementation are also very significant.This paper followed such research idea, which from Questions to Analysis, then to Solution. Through observation of the phenomenon, it analyzed the causes of implementation deviation, and then proposed appropriate control measures. It aimed at promoting the effective implementation of public policy.
