Research On The Influence Factors Of The Party Building Policy Of The Bureaucratic Organization

How is the party building policy implemented? What accounts for the difference of the implementation degree of local government's party building policy? Through the "baidu search index" to measure the implementation degree of local government's party building policy,this paper takes "education and practice activities of the party's mass line" as an example to discuss the implementation of party building policy and uses 255 urban sample data to carry out the empirical test,which is guided by the theory of mobilizing governance,multi-task principal-agent theory and the task attribute of party building policy,so as to construct the research hypothesis with promotion incentive,administrative control,official characteristics,the degree of marketization and provincial government preference.It is found that administrative control,marketization degree and provincial government preference can significantly influence on the implementation of party building policy,and the characteristics of officials affect the implementation of party building policy,however,promotion incentive does not affect party building policy implementation.The empirical results show that the promotion incentive has no significant effect on the implementation of party building policy.Neither the promotion tournament nor the promotion qualification was supported by empirical results.In the context of mobilization governance,local governments need to actively carry out party building policy regardless of promotion expectations.Otherwise,they will be held accountable by the higher authorities.Administrative control significantly affects the implementation of local government party building policy.The policy effect of the party building policy is not easy to measure,and it conforms to the characteristics of the constant style mobilization.In the course of implementation,it is necessary to strengthen the supervision,inspection and assessment of local government policy,so as to effectively avoid the deviation from the central policy requirements of local government policy.The characteristics of local officials do not completely affect the implementation of party building policy of local governments.Both the party age and scientific background of the party secretary have no significant influence on the implementation of the party construction policy of local government,which means that the seniority of party age does not affect the influence of local government on the implementation of party building policy.Under the influence of subject background and division of work,the city of the mayor of humanities and social sciences is more active in the implementation of party building policy.The degree of marketization has a significant impact on the implementation of the local government's party building policy,and it is negatively correlated.The lower the marketization degree,the more proactive the policy implementation is.This result means that the lower the market,the more sensitive the party building policy to the ideological education class.The provincial government's preference has significantly affected the implementation of the local government's party building policy.The provinces with higher priority to the implementation of party building policy,the city under its jurisdiction is also more active in the implementation of party building policy.Local governments tend to be more cautious in their directives to direct superior governments.And the importance of provincial governments can avoid the "collusion" between municipal governments and provincial governments on the implementation of party building policy.The implementation of the party building policy of the bureaucratic organization has not only followed the general logic of the implementation of the policy,but also embodied the special task attributes and the basic characteristics of the mobilization governance,which is the result of complex interaction between organizational incentive and authority control.The empirical results basically verify the theoretical analysis model proposed by the theory of mobilization governance,multi-task principal-agent theory and the task attribute of party building policy.
