The Research Of Deviation From Policy Implementation And Correction From The Perspective Of The Public Governance

Public policy is an important way to achieve the goal of public management, and policy implementation is a key stage of the policy process, which directly determines whether the policy can solve the problem well or not. However, due to the lack of multiple subjects involved in policy development before the policy implementation, during the policy implementation, the subject of the policy implementation is single, the mode of policy implementation is monotonous, at the same time,the policy implementation responsibility is unknown. After the implementation, the performance evaluation model is also unreasonable, lack of public participation, policy execution appear some bad phenomenon, such as symbolic implementation, mechanization implementation, magnifying implementation, mandatory implementation and so on, which affect the realization of public policy goals greatly. This paper is wrote from the perspective of public governance, from the orientation of multicenter, multipath, responsibility and performance to research the public policy implementation and deviation correction, and then proposed the suggestions to correct deviation from the perspective of policy implementation. From the perspective of policy implementation, multi-center oriented governance requires government to promote decentralization of multiple subjects to participate in, multi-path oriented governance requires diversification policy implementation modalities, responsibility oriented governance requires a clear responsibility of the executive body, performance oriented governance required to achieve a fair policy response, sustained, quality and other values. So, in order to solve policy problems and achieve public policy objectives, we must build a multi-Participation platform, a "government-led, multi-party participation, expert evaluation" decision-making mechanism; strengthen the legal construction of citizen for participation in public policy implementation, define the right of citizen for participation in public policy implementation; enhance the ability of NGO, citizens to implement policies; establish the mechanisms for communicate between the government and the citizens; apply a variety of policy implementation ways; improve the mechanism to make the responsibility of policy implementation accountability; optimize the policy performance evaluation mechanism.Compare governance to management, the governance put more emphasis on the vertical interaction, multi-agent involved in the implementation of public policies that can contribute to the realization of policy goals. At the background of national governance systems and governance modernization, research of policy implementation and deviation correction from the perspective of public governance has important practical meaning.
