| Formulation and implementation of public policy are traditionally separated, whichduring policy execution generates principal-agent by separation, an item that will bereferred as the first tier of all entrustment contracts in this thesis. Multiple modes, boththeoretically and practically, on efficient public service have been carried out worldwide inrecent years. Among them contracting out is one major approach gradually favored byacademics and practitioners. Meanwhile, agency goes beyond inner governmentaldepartments with the improvement of socialist market system and transformation ofgovernment and it is apparently that there derives principal-agent by agreement betweengovernment and non-government or private sectors which will be referred as the secondtier here. The two tiers structure of agency in the performance of public policy will befurther discussed in this paper.The text is composed by three parts: part1will generalize the theories onprincipal-agency and implementation, analyze the two-tier structure in China’s publicpolicy execution, specify the deviations in implementation from the agency choosing andperforming in second tier and interaction within two tiers and elaborate on the causes (eg.Asymmetry of information, weakened restriction-encouragement system, lack of oversightetc.) from both tiers respectively.In the second part, the case of project Warm Housing in Changchun will be broughtinto discussion to expound and prove the causes of implementation deviations in two-tieragency structure. Information asymmetry exists in the whole process accompanied byweakening government responsibility, along with the failure of correction by publicmonitor.The courses will be analyzed in the last part through theory and practice. Deviationscould be corrected by offering measures including alleviating the asymmetry betweenprincipal and agency, promoting restriction-encouragement system for agency, improvingsupervising system etc. And details will be stated from two tiers separately. |
