Ukraine's geographical position is extremely important, especially in containing Russia, Ukraine plays the critical role other countries can not replaced. Therefore, except for Ukraine's independence through the beginning of the US-Ukrainian relations in the cold period, Ukraine has always been a focus of the U.S. government. This article will review all previous U.S. administrations'policis toward Ukraine to highlight the Bush administration's Ukraine policy. To sum up, the Bush administration policy toward Ukraine has two main objectives: firstly, to include Ukraine into pro-Western camp, such as support for Ukraine to join NATO and to help Ukraine to reduce energy dependence on Russia; Secondly, exporting democracy and the free market economy. "Exporting Democracy" is the core of the Bush Administration's policy on Ukraine, which reflect the neo-conservative ideology of diplomacy with the embodiment of fanaticism, and also implied the Bush administration's consideration of the interests of reality, the Bush administration hopes the pro-U.S. power can send Ukraine into pro-Western strategic orbit. Bush administration devoted much attention on this issue, the "Orange Revolution" that gets U.S support can be called as a masterpiece. However, by examining the Orange Revolution in Ukraine's internal political situation and foreign policy choices can be found that the two main objectives of the Bush administration's policy on Ukraine have failed. Hoping that a so-called revolution would totally change Ukraine undoubtedly underestimated the unique and complex situation of Ukraine and Russia's enormous influence on Ukraine. This article also predict trends of the future policy of the United States Government on Ukraine .
