E-government Collaborative Network Research

To enhance international competitive strength and to solve the validity crisis from extreme centralization of the governmental power, many governments are attempting a new administrative models of synergetic governance by informational technology, which has primarily revealed its strong vitality and social demands. The limited developing practices illustrates that the synergetic governance synthetically shown by e-governance is the necessity of the e-governance. Therefore, discussing the multi-management subjects and the inherent rules of and their interactions under the e-governance circunstances has already became an urgent academic issue. The growing mechanism and the evolutionary dynamics of e-governance synergetic network in China by the methods of system analysis, complexity research and case study. And on the basis of it, analyzes the strategic choices for the synergetic development of Chinese e-governance, such as the primary conditions and the evolutionary approaches.The common background of both the e-governance and the government synergetic management and the technology features of e-governance have produced the inevibility and feasibility for synergetic management by e-governance. In detail, the emphasizing the subject of the synergetic governance, the inter-power dependent on each other, the cooperating management between the partners, and the other is e-governance to enhance cutting layers of government management, flat and wholly reality and re-modeling the relations of government and the public. Above two has the same core values, the affinity and inherent uniform. Therefore, from the synergetic concept of e-governance, its essential characteristics are newly known. E-governance as a new management model in the informational society inherently regulates the synergetic characteristics between government and the public. And administrative rules describing synergetic relations become the essential attribute of e-governance. During management and service activities initiatively or passively attended by the government and the public, they accelerate to form e-government network by flowing resource elements.In the progressive changing conditions, e-governance synergetic network had shown the complex characteristics of dynamic equation, self-adaption and evolution, integration and equality, thanks to the need of the government and the public to continuously adjust the structures of managing subjects. Therefore, construction of e-governance synergetic network not only need the inter-dynamics to advance the values of public service, reduce dealing fees and structure and complete multi-negotiation relations, but also the technical guarantee of e-governance foundations, interface and its mature degree, depending on some ex-conditions of structural change of bureaucratic organizations and public institutional trust of ability of government management. Due to"limited logos"of the government and the public, forming e-governance synergetic network reveals the process of dynamic game and strategy integration. By the dynamic game in the e-governance synergetic network, the government and the public construct the relations of embedded fountain, strategy, reciprocal and symbiosis.Reviewing the wholism, evolution of the e-governance synergetic network is coordinated by inter-integration and co-adaption of the government, the public and e-governance administrations.
