Research On Synergetic Governance Of Cross-domain Environment Pollution

Since the reform and opening up, being accompanied by the rapid growth of China’s national economy,profound changes have happened on our society, The behavior of which is taking the cost of sacrificing the ecological environment and pursuing GDP growth blindly caused environmental pollution phenomenon has followed. Owing to the integrity of environmental pollution,the difference of regional economic development level and the consciousness of environmental protection, environmental damages have happened frequently at the junction of regions, the influence of cross-domain environmental pollution is becoming gradually extensive and severe. Especially more than ten provinces suffering a wide area、long time haze disaster weather attracts the social widespread attention. For the features of cross- domain、involving in a wide range and complicated causes,Fog and Haze’s governance not only asks our government changing the inherent thinking,meanwhile breaking geographical space concept 、administrative responsibility restraint and legal obstacles, but also needs mobilize the pluralistic social subject fully, especially needs Enterprise、NGO and the public join and deal with. So, introducing the research on synergetic governance into cross-domain environment pollution, this practice will effectively promote government change from "single mode" to "multiple interactive mode",coming into being good situation which there are synergetic governance in the whole society.We used the research method from general study to the individual. First of all,starting from the comprehensive situation of the cross-domain environmental pollution control,through the theory about domestic cross-domain environment pollution control works and academic papers related with some documents,meanwhile description and tease about real representation 、 organization management mode and operation mechanism on domestic cross-domain environmental pollution control, and elaborate its effect and reason briefly. Secondly, we are focused on individual, starting from the specific areas, choosing Yangtze river delta area as representative study subjects, through research about present situation、governance mode and governance efficiency,we will find existing problems and face challenges, providing reference information for further countermeasures. In this paper, We have summarized successful air pollution control experience in USA、Japan and London, and through the combination of the realistic atmospheric pollution condition in china, From two angles of prevention measures and collaborative linkage puts forward some enlightenment for the effective controlling of air pollution in Yangtze River Delta region. At last, under the guidance of theory on synergetic governance, we try to explore a new synergetic governance mechanism which multiple subject such as government, enterprise, non-governmental organizations and the public join in. From "horizontal synergy", "in-external synergy ", "participation synergy " these three dimensions, we have proposed our government how to play a leading role in Fog and Haze’s governance at Yangtze river delta area, further explore and mobilize initiative of our government、market and society, and then establish path model which closely combined with our government、market and society. Because the path model in this paper also need explore actively, it still wants further demonstrated and improved in practice.
