The equalization of basic public services is gradually narrowing the gap in basic public services among the inter-region, city and countryside, and intergroup in order to promote social equity by enlarging the coverage of public finances. To achieve the equalization of basic public services is not only a concrete manifestation of people-oriented practice, but also the inevitable requirement of building harmonious society. It was explicitly put forward in the Six Session of the Sixteenth Central Committee of the Party to improve the public finance system, and achieve equalization of basic public services. Accomplishing the equalization of basic public services between city and countryside is an important content of the equalization of basic public services, and it would be the best way to propel the process of equalization of basic public services by realizing the equalization of basic public services between city and countryside. Therefore, it is of great realistic and profound historical significance for studying urban and rural equalization of basic public services and exploring a set of reasonable and feasible measures to reduce the gap of basic public services between them.First of all, the thesis reviews basic concepts and theories about the equalization of basic public services, then taking the current supply of Chengdu's city and countryside equalization of basic public services as the breakthrough point , based on the process of Chengdu's urban and rural equalization of basic public services, and establishing index-evaluation system of Chengdu's rural and urban equalization of basic public services. Furthermore, quantitatively measuring supply differences of basic public services between Chengdu's city and countryside through the three basic indicators as follows: basic education, public health and social security, and exploring the reasons for the gap. Long-term city and countryside governance respectively, unclear intergovernmental administrative and financial powers division, and unreasonable system for transfer payment are the main three reasons leading to the gap between city and countryside.Finally, on the basis of absorbing widely practical experience of Western countries in order to solve these problems mentioned above effectively and smoothly move the process of Chengdu's city and countryside integration of basic public services forward, meanwhile combined with the existing situation of Chengdu's equalization of basic public services, the thesis make a proposal to achieve equalization of basic public services between city and countryside in Chengdu: it resists on that Chengdu should develop positive measures and perfect public finance system to build the equalization of the transfer payment system. Under the support of the system, the specific measures should be work out according to the people's urgent need, as follows: strengthening the public finance system in Chengdu, improving transfer payment system, establishing unified system of public service, achieving the diversification of supply, and establishing the basic public service-oriented government performance system. It is hopefully to provide a theoretical basis and decision-making reference for propelling equalization of basic public services in Chengdu and even the whole nation through the studies and measures.
