Nowadays,the development of China has entered the new period-the gross domestic product(GDP)reached to second in the world.In 2017,the GDP is 827122 billion Chinese yuan.The per capita income of some regions has reached the level of moderately developed countries.However,people's demand for the equalization distribution of basic public services is becoming more and more strong,especially in education,medical treatment,social security,environmental protection,culture and sports et al.Nevertheless,the reality that unbalanced regional development contributes to the unequal basic public services distribution.After China's tax sharing reform in 1994,the condition about mismatch of issue power and financial power continuing.In order to promote local government functions,the central government implemented the transfer payment policy.to the sim of this policy is to improve the development of the under-developed areas t.At present,China's development has entered the new period.China will achieve a comprehensive well-off society by the end of 2020,of which the equalization of basic public services in different regions is particularly important.How to use policy tools well,especially financial methods,to achieve the goal of equalization of basic public services,and accomplish the function about keeping minimum subsistence of life,the research on basic public service for the transfer of payment is of great theoretical and practical significance.On the one hand,it is beneficial to the government at all levels to clarify the scope of the power and its financial rights,at the same time,promote the use and improvement of policy tools,and to improve the condition of the government's public policy.On the other hand,it has a direct realistic value and significant impact on China's all-round development and the building of a well-off society.The theory of transfer payment and the equalization of basic public services is deployed in this paper,and the panel data is used to study the effect of transfer payment on the equalization of regional basic public services.The theoretical part is mainly derived from the respects of fiscal decentralization,fairness and justice.At the same time,the present situation and development of China's transfer payment policy and the condition of the equalization of basic public services are studied.After that,the current status and mechanism and path for the promoting equalization of basic public service due to the transfer payment are reviewed and discussed.The empirical research part adopts the interprovincial panel data of 31 provincial administrative regions of China from 2007 to 2016 by double T test and rank sum test.A fixed effect model is built to study the equalization of regional basic public services by transfer payment and the countermeasures and suggestions to promote the equalization of basic public services by transfer payment are discussedBased on theoretical analysis,current situation description and empirical research,the conclusions are summarized as follows:Firstly,transfer payment can,promote the equalization of basic public services to a certain extent across the country,which has a positive correlation during provinces.Secondly,the transfer payment mainly balance financial resources in various areas,and then transform the financial resources into the relevant basic public services by public investment,service expenditure and consumption,who achieve the goal of promoting the equalization of basic public services.Thirdly,an inseparable between promoting the equalization of basic public services and the construction of a well-off society is analyzed.Appropriate increase in the total amount of the transfer payment has a significant role in promoting the equalization of basic public services.In addition,more attention should be paid in the development of regions to avoid the formation of financial inertia,due to the fundamentally improvement about the condition of imbalance financial ability,which will achieve the equalization of basic public services through the development of the region itself.
