The drastic changes in Eastern Europe and the Soviet Union events, not only brought tremendous influences to the world's politics and economy, but also to the relationship between NATO and Russia. After the Cold War, the NATO and Russia relations experienced an instable honeymoon period, and the failures of partnership attempts. Finally, the establishment of NATO-Russia Council symbolized a new milestone for the relationship between NATO and Russia.This paper regards the Russia-NATO Council as the starting point on the basis of absorbing other research achievements, exploring the track of the development of Russia and NATO relations. The first part will address the ups and downs in Russia and NATO relations from 1991 to 2001, then discussing the struggles and contests of the two sides on the issue of developing partnership. The second part will focus on the birth of the Russia-NATO Council after the "9ยท11", and analyzing the main reasons of the birth of the Russia-NATO Council. The third part will explore the factors which constraint the further development of their relationship. Finally, the fourth part will give a prospect towards the future Russia and NATO relations.The methods of historical analysis, induction and deduction will be used on analyzing the background and reasons of the establishment of the Russia-NATO Council. Meanwhile, analyzing the negative factors which constraints the bilateral relations from other aspects. Finally, a rational outlook of the NATO and Russia relations will be given through the analysis of Russia's oppugn towards collective defense, the insistence of traditional geopolitics and the limitations with Russia-NATO Council.
