" It can be said that the primary Party organi-zations are most closely connected organization between our Party and masses, are the party's policies of the execution of the "peripheral" that deal directly with the people. The party's grassroots organizations perform the effectiveness of the party's policies, which relate to the party's image in the masses, the rela-tionship between the Party and the masses, the credibility, the influence or e-ven the legitimate. Therefore, in the new situation, enhancing executive power of the primary Party organizations is breakthrough to upgrade the fighting of the primary Party organizations, is the key is to solve the primary Party organi-zations issues such as weak and disorganized, is the important ways to strength-en the close ties with the people and enhance the Party's credibility.In the new period, the primary Party organizations exist for execution of the weakening of the phenomenon, the main symptoms are:blind execution, selective execution, additional execution, false execution, the passive execu-tion, mechanical execution, that result in "disobeying orders and defying prohi-bitions" "countermeasure action of the policy" and other phenomena, by mak-ing it in the course of deformation, disruption or even stagnation, resulting that-the-party's policy objectives cannot be effectively achieved-in the base.For strengthening execution building of the primary Party organizations, firstly, this analyzes the execution of the relative theoretical framework of the primary Party organizations.
