People's congress system is China's fundamental political system. The Constitution provides that, the National People's Congress and its Standing Committee is the highest organ of power in our country and its standing body with the highest state power. Of course, include financial supervision. However, due to system design and other reasons, makes the reality of the NPC and its Standing Committee's financial supervision has not been a good exercise, the NPC and its Standing Committee's financial supervisory authority in the state of being virtual home. Especially the "audit storm" triggered the emergence of the community's concern about the use of financial resources, and China's current financial supervision system running. In this paper, the NPC and its Standing Committee the financial supervisory authority as the research object, the basis of drawing lessons from previous experience of the NPC and its Standing Committee on the financial supervision of the relevant theory and the present legal system is analyzed. The analysis was informed that the main factors that impact of the NPC and its Standing Committee exercise financial powers is the inadequate legal provisions and unsound operational mechanism. Western rule of law in the country's financial supervisory system is sound, and accumulated considerable wealth of experience in operation. On the basis of drawing Western experience, from the two aspects of sound law and sound financial supervision operational mechanism of NPC and its Standing Committee to improve the current system has become an extremely urgent task.
