Chairman Of The NPC Standing Committee And The British, American, And France Speaker Authority Comparison

People's Congress is a manifestation of the representative system in China. Parliament or Congress is ina form of representative institutions in other countries in the West. China's National People's Congress(NPC)Standing Committee Chairman and speakers of foreign parliaments(or congresses) are theimportant figures of the highest representative bodies. Their responsibilities and authorities is the maincontent of this article. The full text is divided into three parts; the first part is a simple comparison ofthe generation, term of office, and the political background of the four countries' speakers (includingNPC Standing Committee Chairman, similarly hereinafter). The speaker is a member of the Parliamentin the vast majority cases. And his identity before the election and the length of power will have someimplications on the scope of the authority. The second part is a comparison of the authority of the fourspeakers. It is the focus of this article. The author, mainly reference to the constitutions andparliamentary Organization Acts, the rules of procedure of each country, divided the various authoritiesinto six categories. They are: power to convene and preside over meetings; power to handle the dailywork of the representative bodies; participate in the vote; participation in the personnel management;internal and external representation power; the right to inspection and research. And analyzed each ofthem, in order to identify the similarities and differences. The authorities are classified as:"only onespeaker's power","the similar power of three countries","the powers all four speakers have ". On thebasis of comparative analysis, the author proposes five recommendations in the third part of the articleto improve the NPC standing Committee Chairman system. They are: Firstly, chairman use the votingright with caution; Secondly, it is recommended to cancel the right of inspection and research; Thirdly,the chairman should have parliamentary work experience before appointed to this position; Fourthly, inorder to maintain order at meetings, there should be relevant personnel at the command of the chairman;Fifthly, it's better to appointed the middle-aged person as the chairman.
