Ecological Migration Project In The Public Service System

As a poverty-alleviation measure taken by the Chinese government, ecological emigration has drawn wide attention. It has positive contributions in ecological environment improvement and poverty reduction, which has been approved by both official media and people's utterance. Ecological emigration policy is related to the beneficiaries in many ways and public service is the key variable, which is the chief subject studied in this thesis. For public service, Initial results were achieved in the project, while in view of the basic ideology of the new public service, the structure is not scientific,,many functions has not been achieved, the mechanism is not sound, so the public can't meet the needs of the emigrations and would affect the further development of ecological emigration.This thesis takes the ecological emigration in Tongxin County, Ningxia Hui Autonomous Region as the case to be studied, overviews its achievements in construction, analysis the purpose of its policies, affirms its outstanding achievements, reveals the matters affecting its development. On this basis, this thesis further analyze the basis structure, function supplying, and operational mechanism of the ecological emigration project in this county. For structure, it analyzes both the duty of government of different ranks in the assurance of public service supply, and the multi-supply structure with in the whole country and whole society. The thesis also focuses on the study of systemic structure of the ecological migration, to found that the government is playing a leading role in the main structure, and dynamic role of the society has been neglected, which is the main problem in the structure.In the functional aspect, the thesis makes a detailed analysis on the ecological emigration from its supportive function, constructive function and developmental function. The incomplete realization of its public service function is an outstanding phenomenon. The fundamental cause lies in the conflict between the limitation of the public service resources and the constant increase of the public needs. In the mechanical aspect, the thesis carries out research on the following three mechanisms respectively:the fair mechanism mainly based on the government policy, the democratic mechanism focusing on the public participation, and the evaluation mechanism centering on the policy performance. The existing defects of these three mechanisms hinder the effective operation of the public service in the ecological emigration project.From the above analysis of the three variables, the conclusion can be made that the construction of public service in the ecological emigration project still can not effectively meet the basic need of the emigrants. Therefore, the thesis proposes the suggestion of construction the public service system, which contains four factors:the legalized government behavior, the hierarchical function supply, contractual cooperation mechanism, and integrated service system.
