County Government Cope With The Normal Petition Capacity Study

System on Letters and Visit is implanted in Chinese traditional political culture, and it is a unique political system in our country. During the long period of social practice and work, Chinese people gradually created and improved this system. It had a splendid past in the folk culture with native characteristics, but it was hedged in its'locality'as well. Through the development of globalization, modernization and social management on the basis of law, Letters and Visit's System find itself towards into a vague and embarrassing dilemma. Its existence value and identity go into a dead end, and what is more serious is that its practical effect is doubted. Now the system doesn't seem that 'regular'. Under the pressure of "'One-vote-down System", county government takes different means of'using irregular ways to suppress visit'.Currently county governments generally adhere to the ideas and modes that is using desperate ways to suppress irregular visit. To a certain extent, it provides valuable material for many researchers.In this paper, I give four research methods:documentary research method, principle research method, empirical analysis method, dialectic criticism method. Among them, empirical analysis method proposes two questions:what the irregular visit is; how county governments capability to deal with irregular visit is. It provides questions to the research and analysis of the whole paper. Principle research method and dialectic criticism method answer the following questions:what the regular visit is; how to deal with the problem of irregular visit, standing at the position of county governments; how county governments enhance its ability to sort such issue. This is a process of proposing questions, putting forward countermeasures and providing resolutions, which is the real core of the whole paper. In addition, the documentary research method runs through research and writing of the full text.This paper starts with the causes, characteristics and performances of irregular visit. According to this, it explores those social problems caused by this issue and the different roles of the central government, local government and'visitors', as three behavioral actors, in the process of letters and visit's activity. In particular, it focuses on the analysis and discussion on the role and duty of county government during the process of Letters and Visit's issue. The central point of this paper is to explore management method, current capability and practical effect of county government, responding to irregular visit. From the aspect of government functions mode, it analyzes the application and performance of county government.County governments capability is a relatively new topic, and also a complex and systemic problem in China. Generally, county governments capabilities mainly manifest in two respects:firstly, what capabilities county governments have; secondly, what extent county governments capabilities are. This paper analyzes these two parts, exploring the'super ability' of ability to coerce shown by county government, supporting by power, financial and human resources. However, in the structural capacity, cultural taste and authority under the factor to predict and respond to the requirement of society, to integrate and balance the interests of the community, coordinate to resolve social conflicts, to accommodate and tolerate vent emotions "soft capacity" is lower very much. Generally speaking, the low level of'soft ability 'leads' prevalence'and'rampancy' of irregular visit. And county governments'slack administrative conducts, with the final aim to 'supress visit', cause increasing harm and destruction of irregular visit. In order to make letter and visit's activity suitable for law, to transform 'irregularity' into 'regularity', to clean the development channel of petition, to alleviate social contradictions and conflicts, and to achieve an orderly visit, I put forward some advices, standing the position of county governments. The first, changing concepts and accelerating the development process, because development is the key point to solve all problems. The second, improving the Letters and Visit's System and setting up an orderly procedure for visit. In this way, Letters and Visit's System will go into the road of the rule of law. The third, effectively enhancing the quality and ability of the civil servants working at the county governments. The forth, broadening the channels of the public visits, to improve the system and mechanism on Letters and Visit's activity. The fifth, re-clarifying value, function and effect on Letter and Visit's System, to reduce the pressure of "overloaded" Letters and Visit's System. The sixth, reinventing government administrative culture.
