The Research Of Supervision And Accountability Mechanism Of County Governments Under The System Of Province Directly Governing County

The government at the county level in the administrative system of our country is the middle level,up to undertake the city,led down the township government,with the national economic and social development are closely linked,the administrative power of county government is a key for China’s political structure.As made the county system reform gradually,on one hand, the independent administrative authority of the government at the county level was greatly expanded,not only enjoy more adequate resources about in terms of manpower,material resources,financial resources,but also according to the present situation of their-self, planning the direction of development independently and building a developing strategy to create a diversified economic development model which has its own characteristics without infringing on the premise of national policy.On the other hand,the democracy of the government at the county level was expanded at the same time,the municipal government will be relaxed the management and the restriction about the government at the county level, even reduced to no supervision at some extent.This kind of condition about the municipal government will resulting multiply expand in the management of provincial governments,management scope enlargement of the provincial government’s ability to adapt will be influenced,it needs the transition and adaptation.So it needs long time to establish the supervision of the government at the county level and the accountability mechanism. Moreover,due to the supervision and accountability mechanism is not sound,it can’t be accountability and investigated, and adding more dangerous to the power corruption.Therefore, how to use the correct,reasonable and scientific way of supervision to carry out a effective supervision and accountability about the government at the county level by the superior government,become a biggest problem in county system reform.Based on the theory of flat organization structure,the theory of responsibility government,principal-agent theory and the theory of power’ supervision and restraint,this paper expounds the accrual of configuration changes which was made under the system of county government and county government at the provincial level,and on this basis,making the comprehensive analysis under the system of county government at the county level of the regulatory risk.Fox example,the power of the government at the county level,the provincial government supervision difficulty increase in the risk of rapid expansion of accountability is not strong enough and the government at a higher level of risk.According to the cause analysis of risk,put forward the perfect countermeasures about oversight and accountability mechanism of county-level government under the Province Governing County,for example,to establish the specification mechanism of county-level government under the Province Governing County,to build the supervision mechanism of county-level government under the Province Governing County and to build the accountability mechanism of county-level government under the Province Governing County.The purpose of this article is to explore the supervision risk of the county-level government under the Province Governing County,to build a comprehensive and systematic supervision system on county-level government,so as to better achieve the sound development of the county government,that made the implementation of the county system reform is more scientific and reasonable.
